What would be a good cruise destination for cruise/travel first-timers and what cruise company?

My best friend and I are planning on going on a cruise, whether it be this summer or next, and we’re not sure where to start looking first. Neither of us have been on a cruise before or traveled out of the the country for that matter. We’d like to go as a small group and I’ve been reading that at least a person of 21 is needed because I’m about to be 19 and she’s about to be 18. We’d like something that has a lot of activities on the ship but not something too rambunctious that there are lots of young adults and it’s constantly a party and loud noise. We would like something nice but that is not too expensive. We’d appreciate any advice, opinions, and experiences. Thank you!
